ITU Plenipotentiary Conference 2010 (PP-10), Mexico

By Council Decision 543 in 2007, and agreement by Member States of the ITU, it was decided that the next Plenipotentiary Conference (PP-10) would take place in the city of Veracruz (Mexico) for a three week period from Monday, 4 October 2010 to Friday, 22 October 2010.

On 6 January 2010, the Government of Mexico officially notified the Union that for practical reasons it proposes to hold the next Plenipotentiary Conference (PP-10) in the city of Guadalajara (Mexico). The dates remain the same as those in Decision 543. The ITU Council, consulted on this issue (Circular-letter 185 refers), has given its agreement to the holding of the next plenipotentiary conference in Guadalajara (Mexico), from Monday 4 to Friday 22 October 2010. A consultation is currently being carried out with Member States of the ITU (Circular-letter 189 refers) to approve this decision. To date, a majority of Member States has approved this decision.


The Plenipotentiary Conference is the top policy-making body of the ITU. Held every four years, the Conference:

■ sets the Union's general policies,
■ adopts four-year strategic and financial plans and
■ elects the senior management team of the organization, the members of Council and the members of the Radio Regulations Board.

The Plenipotentiary Conference is the key event at which ITU Member States decide on the future role of the organization, thereby determining the organization's ability to influence and affect the development of Information and Communication Technologies (ICTs) worldwide.


ITU Sector Members, Regional Telecommunication and Intergovernmental Organizations, and the United Nations and its specialized agencies also attend the Conference as observers.
